I'm getting this too. It is after a crash in the popup notification. Its stuff like this that makes me want to go back to Mint or use Cinnamon instead of Unity. I can't see the justification for not making the change. I thought I would give 13.04 a shot ... but Ubuntu seems confused about what they are doing.
