Here is what I did to solve a similar problem (german layout): I reset the whole gnome config (dconf reset -f /org/gnome/), changed the layout to "de" and then back to "ch-de". On 17.10 and later: Settings > Region & Language > Manage Installed Languages 3. Configure your preferred language 4.
