Public bug reported:

The Lubuntu metapackage lubuntu-meta no longer ships arm64 binaries.
Please remove the arm64 binaries so lubuntu-meta 0.89 can migrate from
bionic-proposed.

Here's a command that could do the trick, and I'm curious if it does work (for 
the sake of future reference):
remove-package -m "arm64 no longer built" -a arm64 -b lubuntu-core 
lubuntu-desktop lubuntu-gtk-core lubuntu-gtk-desktop lubuntu-qt-core 
lubuntu-qt-desktop
