The backup will inspect X amount of files and fail with the same X amount of files (stating that zero files were backed up). However the bytes transferred is about where we would expect it to be with a successful incremental. My confusion may be that I thought if a file fails, it is not

Shawn, To transfer the data to another volume use the move data command (move data volume_name). TSM will use any other available tape as the recipient tape, as long as you are not using collocation. You can check in a new tape with that old label if you delete the old volume from the database
