This seems to be a bug in the Google Ads API, I'd appreciate some further
help with this from the Ads team.

So after a few hours of tinkering I have been able to narrow this issue
down to just affecting the accounts I create since this issue was created.
Something in the way the UI creates the accounts is breaking. After a 3
hour consultation with my co-workers we realized the accounts that _worked_
