That way BuildRequires are additive and wouldn't force package removal
from the buildroot, and the rich dependency could be simpler - i.e.
`Requires: (add-determinism if python3-libs)`, without Suggests or
else branch.

Being able to use both newer and older versions of Python on different
branches of Fedora is *awesome*, for example for running tests against
different Python versions with tox.

It's been stuck on the 1.20.14 release for a long time (on the last
release from the 1.20 branch from 2021 - admittedly, with a lot of
backports).
But the last stable release of xorg-server (21.1.13) was just a month ago.
