Public bug reported: The release upgrade from 20.04 to 21.04 kept failing because some foreign packages were installed. After I attempted removing the said packages - using the "Software & Updates" GUI tool, the upgrade failed because "the essential package 'ubuntu-minimal' could not be located on the system".
