make sure whatever transformer u are using is giving output in UTF-8
encoding i.e. if u are usinf XSL it should be specified with xsl:output as
UTF-8

Unfortunately, I can't produce UTF-8 HTML.
It generates ISO-8859-1 encoding :-(
$ xmlto html My.XML
...
meta content=text/html; http-equiv=Content-Type charset=ISO-8859-1
#1048;#1089;#1090;#1086;#1088;#1080;
...
