We had same kind of problem, not with special characters like umlaut, but an
asterik in the part description field. The way I handled this was, I used
document key word replace adapter to change * to - and pass the data through
map. The reason, to avoid astriks after translation in the

now that svn.debian.org has a fixed version (since 2008-04-02) what
about pushing that to sid ?

Essentially, I am suggesting running dput with lintian checking as a solid
workaround for the feature requested.
I will leave it to the lintian maintainers to comment on the double-sign
detection.

lintian has sets of checks (see the -C/-X options and the CHECKS section in
lintian(1)) and one can avoid doing a whole bunch of checks or only check for
a few things.
I would say that it is a lintian wishlist to implement a 'CHECK' for binary
only uploads.
