I think I've found the reason.
I assume that your setting for 'useDB4IntCache' is OFF - there is a
logical mistake which causes the HMMdb not to be tied in to BerkeleyDB if
this parameter is not set to ON and 'HMMusesBDB' is set to ON.

look in to file /usr/share/assp/moduleLoadErrors.txt for more details. To
solve this issue install the failed modules or disable them in the 'Module
Setup' section in the GUI.

fixed in assp 2.2.2 build 12213:
- If 'HMMusesBDB' was set and 'useDB4IntCache' was not set, the HMMdb was
cleanedup at the next start of assp.
- the new ASSP_AFC plugin 2.04 fixes a small sorting problem which caused
some times a wrong blocking/notblocking for the message size

I turned off HMMusesBDB and the next rebuild populated the mysql database
(This hadnt worked with earlier builds) Interestingly it also populated the
HMMdb file
