That is IMHO not possible.
Your are talking always rates, ther is no rate based scoring in
place.

show domains
show limits
Both dbs will add scores and increase a counter for ScoringLimit and
other events which has the third value set in the +valences.

Even if ASSP is blocking it with MessageScoringUpperLimit , the email
continues to
send email continuously . Could be useful
