I'm in the process of trying to get Festival to work with Asterisk. I
followed the install process at

What do you mean with outside ?
Festival runs on the same box as a server listening on the default port
(/usr/bin/festival --server).

What I mean is can you make festival say things outside of Asterisk,
even it it just generates a .wav file of the speech.

Festival is a large general purpose system for generating speech.
Asterisk uses a small subset of it's capabilies. You can read
