this feature is only available with an higher firmware for the spa941 (
5.x.x)
You can set this up on the Phone itself or over the Web IF (the USER part).
in the SPA941 its called Call Waiting Service. This would also do what
you want.

A little bit of a strange request.
Basically I want all calls that go to one user go to voicemail
immediately if the user is on the phone. The user is using the Linsys
SPA941, and even though he can be on the phone, calls will still ring
