I have some problems with a Queue and state interface.
In the queue we have 7 deskphones and 7 cordless.
Every user have one deskphone and one cordless phone.

In your dial-plan do something like this
exten = _400X,1, Noop(Agent to Agent not allowed)
exten = _400X,2,Hangup()
where 400X is the pattern of your agents.
There can be multiple ways of doing it, this is step 1.
