Hi Stefan,
You might use AGI instead of SHELL, it's better because you can interact
with the call via AGI and you don't have a risk of remote execution you
might have if you add arguments that come from outside, for example via a
SIP header.

To my understanding, you are using ical export with caldav, it won't work:
1. Replace type=caldav by type=ical
2. remove user and secret line.
3. Reload calendar module or restart asterisk to be sure.

I've some Asterisk 13 on production, it's a custom compilation + I've
retrieved systemd configuration file from asterisk Debian package of
unstable.
After a small adaptation, I've no issue like you, however, I use Debian
Jessie.
