Hi!
In my opinion, the new scroll bars have a decisive disadvantage. They are
right on the sides of the desktop not clickable (Fitt's Law:
http://en.wikipedia.org/wiki/Fitts%27s_law ).
Here is a mockup of how to solve the problem:

If there is no menu item in the hidden menu bar, on mouse over there should
be no action (the title of the application should not be shorten).

On expose we should have a clickable X-Icon, which closes the window (the
application). It should be visable on mouse-over. Look this:
