That sounds reasonable enough to me. I dislike tablet keyboards for
interactive use, but to each their own.

Juicessh ap for android has telnet. I use it for my vax boxes.
If you are concerned about connecting to the internet, the biggest risk is
having a nail server running. Usually when bots probe for telnet hosts
they dont attempt a vms style login, so it's not so risky just to have a
vax running

I use Teraterm too. Works both on Windoze and Mac. I like the ability to run
scripts.

I've been using a terminal emulator called ZOC. It comes in Windows and Mac
flavors (I use the Mac) It seems to fit most of your criteria. I've been using
it since V6 (current is V8) for connection to many different PDP-11's, VAXen,
Alphas, RasPi, device serial ports on switches, routers
