Pavers would work great. What I used was PolyMax Poultry/Kennel Flooring --
part
of the add is at the bottom. I found the flooring at at teksupply. They use to
have it as a part of a kennel shot setup.
I know where I live the city try's to limit you to 5 pets total, which three
can
be dogs. The county license the dogs, not the city so I do not know how they
regulate. I do not know the rules for breeders in the city and how many dogs
they can have.
and the tethering for the housebreaking. Just don't use the crate as
punishment. It should be a place the dog wants to go.
