This is a heads-up that we are planning to replace the host keys
for the Gerrit SSH server at gerrit.wikimedia.org:29418.
The change is planned for Tuesday, July 14th in the PDT
morning right after the MediaWiki train, that's around 11:00 UTC.
I'm getting a 403 forbidden for
https://tools.wmflabs.org/enwp10/cgi-bin/pindex.fcgi which redirects to
https://enwp10.toolforge.org/cgi-bin/pindex.fcgi
Does this have to do with allowed hosts? What are allowed hosts and where
are they configured?

Yes, you need to add the host to the allowed hosts.
