[MINOR][BUILD] Remove duplicate configuration of maven-compiler-plugin
### What changes were proposed in this pull request?
`<release>${java.version}</release>` and
`<maven.compiler.release>${java.version}</maven.compiler.release>`

are equivalent duplicate configuration, so remove
`<release>${java.version}</release>`.
