Since my upgrade to Oneiric, I'm having the same problem. When trying to assign
alt+1 to switch to workspace 1.
gnome-control-panel is happy to let me do it, but when I try to use it I get a

One correction... sometimes, alt+1 works as expected and it switch to
workspace 1. But sometimes it doesn't (and display the list of windows,
somehow like alt+tab). :P

I cannot reproduce the issue mentioned.
My internal display is resolution is 1280x800 while my external monitor is
1280x1024. The gnome control panel offers the following resolutions for the
external monitor:
