Sen. Pete Domenici (R-NM), pointed recently to at least four "missed opportunities" by federal authorities to halt actions of Wen Ho Lee. When Lee's office computer was searched last month, it was found that more than 1,000 secret files of computer codes on nuclear weapons had been deleted after being improperly transferred from a highly secure computer system. Sen. Don Nickles (R-Okla.) said that such bumbling between government agencies included the loss of Lee's security clearance review file at the Department of Energy (DOE) headquarters in the late 1980s. ...(cut)... Now the press is listening to experts who downplay China's spying and claims that the loss of US nuclear secrets to China represents, at worst, a marginal threat to national security. China has yet to field a weapon a decade after it allegedly stole design information from US nuclear weapons labs, and some of the information Beijing's spies collected is now declassified. Even conservative former secretary of state, Henry Kissinger, publicly cautioned against overreacting and told senators that with stolen US nuclear secrets it would take China 15 years to develop the capacity to manufacture weapons. Many specialists believe that even if China does have the information and knowledge, it is incapable of manufacturing such arms without going through a long, costly and slow development period at a time when China clearly has other things on its mind and priorities elsewhere. ...(cut)... --------------------------------------------- Intelligence, N. 99, 31 May 1999, p. 7 GREAT BRITAIN - JONATHAN AITKEN Jonathan Aitken, the discredited Conservative Cabinet minister, who lost his libel action against the "Guardian" newspaper in 1997, has declared himself bankrupt. The former minister for defence procurement owes an estimated 2 million in legal costs as a result of his action. According to a statement released by the "Guardian" after Aitken's bankruptcy announcement: "Aitken promised to pay 80% of the costs. So far he has not paid a penny. He is living on 11,000 a month and is the owner of a house worth 1.75 million". However, it appears that many of Aitken's assets have been moved either into offshore accounts (such as the 500,000 from the sale of his house in Kent) or are claimed to be assets owned by his estranged wife, Lolicia. Earlier this year, according to the "Guardian", Aitken declared himself insolvent with debts of 8 million. Following investigation by the newspaper and their co-defendants at "Granada Television", he was forced to withdraw his "statement of affairs" as being inaccurate. Next month, Aitken is due to return to criminal court for sentencing following his guilty plea to charges of perjury and perverting the course of justice. ...(cut)... --------------------------------------------- Intelligence, N. 99, 31 May 1999, p. 12 GREAT BRITAIN NAMEBASE DEFLATES MI6-TOMLINSON "HOOPLA" With 48 entries, the case of dissident MI6 officer, Richard Tomlinson, and the Internet publication of a list of 116 alleged MI6 officer names tops this fortnight's media reports on intelligence topics. In intelligence, "anyone who's someone", including "Intelligence", now has a copy of that list and, for the time being, no deaths have resulted from its distribution. The most sane reaction was that of NameBase <http://www.pir.org> which has been specialized in documenting intelligence-related names for over a decade. ...(cut)... NameBase argues that of these 16 names, eight are of special interest since seven were exposed in 1989, and another in 1990, but "all 8 were given -- and accepted -- additional foreign assignments subsequent to their initial exposure. PEACE One of the problems facing the Northern Ireland peace process is one of weak leadership on the part of David Trimble, MP, leader of the Ulster Unionist Party (UUP), who appears to be the willing political hostage of at least eight members, out of the 27-strong Northern Ireland Assembly UUP contingent, who cannot accept taking part in a power-sharing executive with Sinn Fein before the IRA begins decommissioning some of its weaponry. Following his election as UUP leader, almost four years ago, "Intelligence" described him as "an obstacle to peace" based on his prejudiced political history. This now appears to be the assessment of the British and Irish governments, the moderate SDLP and Sinn Fein, following the imposition of a 30 June deadline for political devolution after Mr. Trimble, once again, reneged on an agreement reached during talks in Downing Street in mid-May which has "strained relations" between the UUP leader and the British Prime Minister, Tony Blair. ...(cut)... --------------------------------------------- Intelligence, N. 99, 31 May 1999, p. 18 FRANCE INTELLIGENCE "KEEPS THE POT BOILING" We previously mentioned the ongoing fratricide conflict between the DST internal security service and the RG political intelligence police (see "France - Hostilities Open in Internal Security War", INT, n. 92 16, & "France - Police Versus Intelligence War Heats Up", INT, n. 95 17). What we didn't know then was that the official magazine, "Police Nationale", actually got into the fight by stating, "We are wondering about the necessity of maintaining two internal security services" (n. 221, April 1999). But those problems seem to have been temporarily put aside while French intelligence concentrates on the security aspects of the war in the Balkans. This involves two major operations: keeping pro-Serb French military sympathies in line with NATO police (and out of the press), and slowly nourishing latent anti-Americanism in France. Both are proceeding on schedule. Rumors in the intelligence community have it that Judge Jean-Paul Valat, specialized in national security cases (INT, n. 91 18), has been looking into how we at "Intelligence" work and any eventual association with well-know US open source intelligence "guru" (and former CIA officer and US Marine), Robert Steele. Most specialists would not put "Intelligence" and Steele "in the same bag", although "Intelligence" editor, Olivier Schmidt, is an American -- and French -- citizen and was invited by Steel to speak at the second Open Source Solutions conference in Washington in November 1993. Nonetheless, "Intelligence" sources have been questioned about an association with Steele. ...(cut)... --------------------------------------------- Intelligence, N. 99, 31 May 1999, p. 23 LIBYA ORDERS FROM THE COLONEL The British Treasury solicitor, Roland Philips, has banned the "Sunday Times" from publishing details of a tightly coordinated and classified three-year joint US/UK investigation involving MI6, MI5, the CIA and the FBI, and the SIGINT/ELINT organizations GCHQ and NSA, which concluded that the Libyan leader, Colonel Gaddafi, personally ordered his brother-in-law, Abdullah Senoussi, head of the foreign intelligence service (ESO) to destroy a US airline in retaliation for the USAF bombing of Tripoli and Benghazi in April 1986 in which 60 people, including Col. Gadaffi's 18-month-old daughter, died. The unilateral raids, ordered by Ronald Reagan and carried out by British-based F-111s, also damaged the French, Austrian and Finnish embassies in the Libyan capital, as well as several civilian residential districts. ...(cut)... --------------------------------------------- Intelligence, N. 99, 31 May 1999, p. 25 AUSTRALIA - The DSD "Blows" UKUSA Cover. On 23 May, on Channel 9 TV, Australia became the first country to admit participation in a global electronic surveillance system that intercepts the private and commercial international communications of citizens and companies from its own and other countries. The disclosure is made by Martin Brady, director of the Defence Signals Directorate (DSD) in Canberra, who acknowledged the existence of the UKUSA agreement in a letter to Channel 9 stating that the DSD "does cooperate with counterpart signals intelligence organisations overseas under the UKUSA relationship".
