Umm. Usually, the first line when make-kpkg spits out is an
exec; this contains significant data about where the make-kpkg is
getting its rules from. Idon't see that in your log; which makes me
wonder what version of k-p rules is in play. I should add a
diagnostic.

I had to install python2.4_2.4.2+2.4.3c1-1_i386.deb with a dpkg --force-all
because of duplicated files. Running apt-get -f install afterwards to
