I had also the same problem!
It's not a bug of pulse audio but it seems a bug of packaging and
documentation.
/etc/asound.conf is necessary as set in https://wiki.ubuntu.com/PulseAudio,
so the package configuration is supposed to create asound.conf if inexistent
and add the necessary ctl.pulse.
