The behaviour you're describing is quite normal. PackageKit builds a
desktop-file database on it's first update. After this is done, it
shouldn't use much CPU anymore.

You need to have polkit-kde running to make use of this... Can you
check if it is running? And if not, usually a restart (or
logout-login) should do it.
This problem is typical for not having a PolKit agent installed running :P

It seems there's no support for ATI 7970 chipset in the current debian packages.
This can be seen by the unsupporterd hardware-thingy in the lower right
corner of the XORG display.
