For plugins that don't exec as the correct uid, they cannot create their
state file there.
Creation of the state file is difficult to delegate correctly, so using the
proposed perms is a good compromise.

I believe I have hit the same or a closely related problem some time ago
(at least judging from the backtrace) and reported it upstream, where my
issue got fixed (in 3.2.3 and 3.3).

Yes, this problem is definitely KFreeBSD-specific. Cupt calls mkdir('/')
and expects EEXIST but get EISDIR [1]. This is not allowed by POSIX [2]
so I believe this is a bug in kfreebsd kernels.
I also guess I will have to implement a workaround for this but before
let's see what KFreeBSD

I’ve prepared an NMU for pfstools which fixes #604368 (Qt3-Qt4
transition), #666959 (Octave 3.2-3.6 transition) and the Lintian error
about obsolete dpatch. The NMU relies on the new upstream release 1.8.5
