I am not really familiar with Multi-Arch support, but from the little
I've read, it seems to me that I could only mark net-tools as 'foreign'
if it would work in a different architecture, but the binaries produced
in this package would only work on one arch..
Am I completely wrong?

I solved this problem by downloading the tarball for version 1.4.8 from
http://cyberelk.net/tim/data/system-config-printer/ and extracting options.py to
/usr/share/system-config-printer/ . After doing so, system-config-printer seems
to be working normally again.
