I'm going to upload a new policy to unstable that closes this bug. It allows
udev to restart systemd services (the core problem with allow-hotplug). The
policy in question doesn't support all the features of the version of systems
in unstable (I'll get to that later).

Upstart is a very low priority. The main priorities are Systemd and SysVInit.
There's a good chance that I'll never work on upstart and as Red Hat are
dropping it we won't get help from upstream.
If you send in some patches that look good then I'll merge them.
