Lxde metapackage in buster recommends wicd which is not available in bullseye
due to the deprecation of python 2.
Therefore lxde metapackage in bullseye recommends connman-gtk (connman).

Those are two independent cases.
1.)
The MRs for src:libfm and src:libfm-qt are for xarchiver command.
Long time ago xarchiver upstream changed from --add-to to --compress
The best place to change would be upstream lxde and lxqt.
At least for lxde there is an old bug:

However for Debian (11 Bullseye) testing and unstable LXQt should be upgraded,
at least before the upcoming freeze [1].
As mentioned in [2] LXQt Debian packages are currently unmaintained.

In your screenshot you have papirus selected, if you select oxygen
it will change all icons except the panel icons.
It should change all icons including the panel icons.
And it does as soon lxqt-branding-debian is removed.
