Just for the record: so far I could not reproduce this bug. On our productive
system there are enough changes every day that there is always a diff.
In view of the upcoming jessie freeze I looked into the matter during the last
couple of weeks. I set
to invest some time but if there are other
people with more experience in writing Dist::Zilla plugins willing
to help out I would be very pleased.
That all being said it covers only a minority of packages. For the
majority we want to have debdry proper :-)

I suggest to add the old amavis-inject script from the amavis-ng package to
amavisd-new. I have taken the script contained in the latest released version
of amavis-ng and adjusted it to work with amavisd-new. The fixed
did not show any difference to running
just one. I suspect that I am not reproducing the situation you have or
else I must be looking at the wrong thing. There was no obvious endless
loop that I could find.
