read its config again.
Changing this to:
48 ntp_service=ntp
made things work.
A note, debian lately expect the generated configuration to exists in
/run/, not in /var/lib/ntp, but that can be changed in /etc/default/ntp.

* What led up to the situation?
First, i dont know if this ever worked, none of the older kernels still present
on the system seems to be working.
