Looking at the kernel module source code, legousbtower does not seems to
behave like a tty driver, so it looks normal that the ioctl does not

I do not think this is sufficient, setting $url_forum is a workaround
for the bug. Moreover, I was also affected even without using multisite
and the bug is quite difficult to find due to cache desynchronisation.
A fix should change the code which extract $url_forum not to assume
that
the forum (forum was
activated in acp cache, but not in forum cache).
Workaround: set $url_forum in /etc/phpbb3/database.inc.php file.
