I also believe libopencv-highgui-dev should not depend on libgtk2.0-
dev, since:
- libgtk2.0 appears to only be used internally by libopencv_highgui
- gtk/gdk headers are not referenced

it looks like in the libutempter0:powerpc.postinst script the
chown root:root /usr/lib/utempter
needs to be changed to
chown root:root /usr/lib/powerpc-linux-gnu/utempter
(in case anyone needs to fix it manually, edit the file in
/var/lib/dpkg/info and then dpkg --configure
This looks at first glance like some GStreamer element(s) could not be
created, such as appsink, maybe others too; possibly because the

[A]s epiphany and firefox just work fine otherwhise and it
only happens on specific URLs I don't think this is an RC bug.
(...) IMHO it deserves normal or at most important severity.
