Yes it is. I also checked that I can really browse help pages when I
open yelp directly and use its search feature. It seems Gtk apps may use
an URI like “ghelp:/path/to/file”. I don't know what package can be
responsible for associating these URI to an action.
As indicated in a similar bug report for Epiphany, this may be due to
an issue in LXDE sessions since Gedit is also affected:
