Dear Maintainer,

I came across this issue when replacing docker.io with docker-ce.  My
APT configuration has APT::Get::Purge=true so behaviour was similar to
running

  apt install --purge docker-ce docker.io

Since I was replacing one docker with another, I didn't quite expect
/var/lib/docker/ to get nuked.

I understand nuking /var/lib/docker/ in the general scenario where
someone purges docker.io.  However, I think it is still a good idea to
ask for confirmation explaining the consequences before proceding.
Especially in view of Docker managed volumes that may contain data that
the user may want to keep.

Fortunately, in my case I don't put valuable data in Docker managed
volumes but I still ended up having to pull/build a large pile of
images.
