This is preventing the use of the package to all except those
using /experimental/, making it therefore unusable to most. 

Right severity is therefore grave. Setting it accordingly.

I remind that the right version for regular users is stable, and
unstable for developers. The package is missing from both and from
testing, and has been since before version 11.0 was released, which was already 
released in August 2021, a really long time ago.

Next stable release (bookworm) is planned for 10th of June this year,
and we are, as of today, in Full freeze already, so this package won't
even get into it. It has not received enough care nor attention
because of the severity. This is serious.

May I know the reason it's only in experimental, and has been for so
long?

As far as I remember it was dropped from bullseye before it was released
because of RC bugs, but there is not a single archived or unarchived
bug about this.
