nose uses inspect.getargspec() which has been deprecated since Python 3.0 and was removed in Python 3.11. Its build-time tests thus fail with Python 3.11 A solution has been proposed upstream, though the project is effectively dead: https://github.com/nose-devs/nose/pull/1117
