Bug#1027003: gnome-control-center: Pls consider keyboard patches from upstream MR

I'm about to update g-c-c to version 43.2, and will then include keyboard-Allow-disabling-alternate-characters-key.patch. Let's consider this bug fixed with that. If somebody wants to improve the "Alternate Characters Key" control further through the other two patches, that can be done later.
