Justification: fails to build from source (but built successfully in the past)

Dear maintainer,

kimageformats fails to build from source. From my build log on amd64:

| -- Performing Test BSYMBOLICFUNCTIONS_AVAILABLE - Success
| -- Could not set up the appstream test. appstreamcli is missing.
| -- Found PkgConfig: /usr/bin/pkg-config (found version "1.8.1")
| CMake Error at /usr/lib/x86_64-linux-gnu/cmake/Imath/ImathTargets.cmake:115
(message):
| The imported target "Imath::PyImath_Python3_11" references the file
|
| "/usr/lib/x86_64-linux-gnu/libPyImath_Python3_11-3_1.so.29.8.0"
|
| but this file does not exist. Possible reasons include:
|
| * The file was deleted, renamed, or moved to another location.
|
| * An install or uninstall procedure did not complete successfully.
|
| * The installation package was faulty and contained
|
| "/usr/lib/x86_64-linux-gnu/cmake/Imath/ImathTargets.cmake"
|
| but not all the files it references.

A full build log on riscv64 is also available:
https://buildd.debian.org/status/fetch.php?pkg=kimageformats&arch=riscv64&ver=5.107.0-3&stamp=1693586471&raw=0

It seems there is a missing build-dependency on python3-imath.

Regards
Aurelien
