The pstotext package was removed from testing in 2018 due to grave bug https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=895513 It has been orphaned since then, with no visible interest https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=898667 The last upstream release was 2004 and there is no trace of upstream on the internet that I can see.
