I'm not sure but I think that the documentation in /usr/share/doc/taskjuggler
is the internal documentation to the program.
Nevertheless, the package installs the khelp documentation
in /usr/share/doc/HTML/en/taskjuggler when it should go
in
I can see that the debian/rules yet exports
kde_htmldir = /usr/share/doc/kde/HTML. Thus, the problem seems to be in the
taskjuggler build scripts that may not use kde_htmldir variable.

Adding this to debian/rules does the trick:
DEB_COMPRESS_EXCLUDE := .docbook
install/taskjuggler::
mkdir -p debian/taskjuggler/usr/share/doc/kde/
mv debian/taskjuggler/usr/share/doc/HTML \
debian/taskjuggler/usr/share/doc/kde
