It looks like this issue goes away with the version in Sid:

It happens on amd64 as well. I have libc6-i386 2.9-12 installed, though I doubt
it makes a difference.
This is how this morning's fresh /var/log/syslog starts:
rsyslogd: [origin software=rsyslogd swVersion=3.22.0 x-pid=3028
Package: rsyslog
Version: 3.22.0-1
Severity: normal
I can reproduce it here, but just on a x86 box with libc6-i686 installed.
On a x86_64 box with just libc6 I have no issues.

sending messages on restarts that lack a datestamp/hostname prefix.
Instead of the usual messages like this:

I quickly tested it with 3.22.0-1 and can't reproduce your problem. The

And using yet a third junk PC I've just done a bare-bones 5.0r1
i386 netinst followed by an immediate upgrade to Squeeze, without
once changing a default. Reproducible again:
