Ubuntu has the same bug reported (bug #406036 [1]). In the discussion there, it is pointed out that the problem is caused by the GTK input module.
In my case, im-switch defines GTK_IM_MODULE=xim. Setting GTK_IM_MODULE to "" makes the text tool work again. I was going to report the bug on Inkscape bug tracker but I don't know if it's an Inkscape bug or a GTK one. What is your opinion?
