Same error can be reproduced on squeeze (using debootstrap 1.0.19). I
have no sid environment to test at the moment.

If I run deboostrap in squeeze (debootstrap 1.0.19):
1. debootstrap --verbose --variant=minbase squeeze

It looks like gnupg and util-linux depend on dpkg (= 1.15.4) which has not
make its way to squeeze yet.

Yes, you are right. If I included install-info so that it will
workaround dpkg (-1.15.4) dependency.
So the workaround is:
debootstrap --include=install-info
