since no changes are required to build 2.3 (you only changed the changelog),
the maintainer probably does not need any help.
He only needs to find some time to check the new package.
If he does not upload in the next two weeks you can do a NMU (See [1])
after that time.

Hi,
on April 24th, Warzone 2100 2.3.0 was released[1]. Since this
is a new stable upstream version with lots of new features and bug
fixes it would be nice if this could be packaged (maybe even in time
for Squeeze?).
