Hi althaser,
gnome-core 3.8 (testing) is no longer affected. It was probably fixed
because I installed Pulesaudio. I'm not sure if the volume control would
work with Alsa only.

Even with pulseaudio (in per-user mode, which is the recommended mode), the
volume control seems to be OK but actually does nothing.

In gnome-shell 3.2.1 the volume control just disappears if no
pulseaudio is present. This is better than a dysfunctional control,
but still not a real solution.
