Subject: racoon: Init script stop does not clear SPD/SAD

/etc/init.d/racoon stop should call setkey -FP and setkey -FD
to remove the SPD and SAD from the kernel.

Otherwise users see "no such process" when trying to route to the remote VPN
endpoint which may be available via a failover firewall.
