just uploaded a new version of the package [1] with the following changes:
numexpr (1.4.2-2) unstable; urgency=low
.
* Switch to dh8 and python2 (dropped cdbs)
* Standard version bumped to 3.9.2

please find attached a patch to provide the requested feature (a -dbg
package).
The patch also switches form cdbs to dh8 sequencer that allows to have
out of the box -dbg support for python packages.
