Actually, upon further investigation, I now agree with the suggestion
to just use openjdk-7-jre-headless.
Here's why:

openjdk-7-jre: /usr/lib/jvm/java-7-openjdk-i386/bin/policytool

Please ignore my second message; only my first message is valid, because
openjdk-7-jdk depends on openjdk-7-jre, specifically. Using the
jre-headless package doesn't help anything when I am installing the jdk.

The openjdk-* packages might work for Ubuntu, but that's not the Debian
way. Consider a distribution X using Debian as a base and having to install
gnome packages gconf, libgnome, gvfs etc. because of java.

Maybe the issue is that we're using Ubuntu's openjdk-7-java.
Matthias Klose, we don't have gnome over here in Debian land.
I want to be perfectly clear about this... This is a BUG. If you
have any doubts, please note libbluray1 in the dependency tree.
