So the reason this surfaced again recently may be that with systemd in
Debian Testing, /etc/default/snmpd is completely ignored. So any
changes to the SNMPDOPTS setting in that file have no effect anymore.
So the new workaround

the bug as won't fix but did not mention any possible path to

Sadly, four years after being reported in bug #559109 this issue is still
present.
To reiterate, the only known workaround so far is to change the logging level.
